Import (entry into Romania)

Turkey is not in the EU. At the Romania-Turkey border, declaration required for amounts equivalent to 10,000 EUR.

Export (exit from Romania)

When leaving Turkey, amounts over $5,000 equivalent must be declared.

Turkey is a third country. Mandatory declaration at EU external borders (10,000 EUR equivalent).

General EU rule: Any person entering or leaving the EU with cash amounts of 10,000 EUR or equivalent must declare them at customs (EU Regulation 2018/1672). Non-declaration can lead to confiscation of the amount and fines.
