Norway is not in the EU. At the border, amounts of 25,000 NOK or equivalent to 10,000 EUR must be declared.

↑ Export (exit from Romania)

The same rules apply when leaving Norway.

EU EU rules

Norway is in Schengen but not in the EU. At the external EU border, declare 10,000 EUR equivalent.

General EU rule: Any person entering or leaving the EU with cash amounts of 10,000 EUR or equivalent must declare them at customs (EU Regulation 2018/1672). Non-declaration can lead to confiscation of the amount and fines.
