Import (entry into Romania)

China is not in the EU. Declare the equivalent of 10,000 EUR at the EU external border.

Export (exit from Romania)

When leaving China, the limit is 20,000 CNY. Foreign currency: up to $5,000 equivalent without declaration.

China is a third country. Mandatory declaration at EU external borders (10,000 EUR equivalent).
